As part of the 3rd round of the mutual evaluation process and in preparation for the upcoming mutual evaluation of the Kingdom of Morocco’s national system for Anti-Money Laundering, Counter-Terrorist Financing, and Counter-Proliferation Financing (AML/CFT/CPF), a delegation from the Middle East and North Africa Financial Action Task Force (MENAFATF) conducted an official visit to Rabat, the capital of the Kingdom of Morocco, on 27 November 2025. The delegation included H.E. Ms. Samya Abou Sharif, President of the MENAFATF; H.E. Mr. Hamid Al Zaabi, Vice President of the MENAFATF; H.E. Mr. Suliman Al Jabrin, Executive Secretary of the MENAFATF; H.E. Mr. Emad Bayoumi, Co-Chair of the Mutual Evaluation Working Group; and Dr. Mohammad Al-Rashdan, Executive Officer of the Mutual Evaluation Team at the MENAFATF Secretariat.
The visit featured a high-level meeting chaired by H.E. Mr. Aziz Akhannouch, Prime Minister of Government of the Kingdom of Morocco, with the participation of several ministers and senior officials from national institutions involved in combating money laundering, terrorist financing, and the financing of the proliferation of weapons of mass destruction. Participants included H.E. Mr. Abdellatif Ouahbi, Minister of Justice; H.E. Mr. Mohamed Hajoui, Secretary-General of the Government; H.E. Mr. Abdelouafi Laftit, Minister of Interior; H.E. Ms. Nadia Fettah, Minister of Economy and Finance; H.E. Mr. Abdellatif Jouahri, Governor of Bank Al-Maghrib; and H.E. Dr. Jawhar Nfissi, President of the National Financial Intelligence Authority, along with senior officials from supervisory and regulatory bodies and from the National Financial Intelligence Authority.
During the meeting, the Moroccan government reaffirmed the Kingdom’s strong political commitment to the international standards issued by the Financial Action Task Force (FATF), and highlighted the strategic importance of the 3rd of the mutual evaluation, which will extend until May 2028, the date on which the final report will be discussed and adopted. The authorities also emphasized the effectiveness of the national system, the strong coordination among the competent authorities, and the legislative, regulatory, and institutional reforms undertaken in recent years.
The MENAFATF delegation commended the close cooperation between the MENAFATF and the Kingdom of Morocco, noting the clear readiness and serious commitment demonstrated by the Moroccan authorities at all stages of preparation, as well as the continuous development of the legislative and regulatory framework in line with FATF international standards. The President of the MENAFATF also praised the positive results achieved during the 2nd of round of mutual evaluations, and with the progress made in preparations for the third round.
This visit is among the MENAFATF Presidency priorities to contribute to supporting member states undergoing evaluation processes, and to enhance the effectiveness of anti-money laundering, counter-terrorism financing, and counter-proliferation financing systems in the region.
